Shri Chandra Shekhar was born on 1 July 1927 in a farmer family of Ibrahimpatti village in Ballia district of Uttar Pradesh. He was the President of Janata Party from 1977 to 1988.
Shri Chandra Shekhar was attracted to politics from his student life and was known as the idealistic ideal of revolutionary zeal and hot temperament. After doing his master's degree in Political Science from Allahabad University (1950-51), he joined the socialist movement. He was fortunate to be associated closely with Acharya Narendra Dev. Within a year he was elected secretary of District Praja Samajwadi Party in Ballia, he became the joint secretary of state Praja Samajwadi Party in Uttar Pradesh. In 1955-56, he became the General Secretary of the State Praja Samajwadi Party in Uttar Pradesh.
In 1962, he was elected to the Rajya Sabha from Uttar Pradesh. He joined the Indian National Congress in January 1965 In 1967 he was elected general secretary of the Congress Parliamentary Party. As a member of Parliament, he started working for the benefit of Dalits and stressed on setting policies for rapid change in society. In this context, when he raised his voice against the wrongly growing monopoly of upper classes in the society, his differences with the people in power were dissenting.
He came in the form of a 'young Turk' leader who fought against vested interests with firmness, courage and honesty. He was the founder and editor of the weekly 'Young Indian' published in Delhi in 1969. Its editorial used to be one of the best and best edits of its time. During the Emergency (March 1977 to June 1975), 'Young Indians' was closed. From February 1989, it started publishing again on a regular basis. He was the President of its Editorial Advisory Board.
Shri Chandra Shekhar has always stood against personal politics and supported the politics of ideological and social change. This thought brought them closer to Shri Jai Prakash Narayan and his idealistic life during the turbulent and inauspicious days of 1973-75. Because of this, they soon became the cause of dissent within the Congress party.
On 25 June 1975, when he was declared an Emergency, he was arrested under the Internal Security Act while at that time he was a member of the top body of the Indian National Congress, the Central Election Committee and the Working Committee.
Shri Chandra Shekhar was among the members of the ruling party who was arrested and sent to jail during the Emergency.
In the time spent in jail during the Emergency, he wrote a diary in Hindi which was later published in the name of 'My Gel Diary'. 'Dynamics of social change' is a famous compilation of his writings.
Shri Chandra Shekhar had set a marathon distance walk (padyatra) of approximately 4260 kms from January 6, 1983 to June 25, 1983, from Kanyakumari of South to Rajghat (Samadhi of Mahatma Gandhi) in New Delhi. His only goal of this hiker was to meet people and understand their important problems.
He had established around fifteen India travel centers in different parts of the country, including Kerala, Tamil Nadu, Karnataka, Maharashtra, Madhya Pradesh, Gujarat, Uttar Pradesh and Haryana, to train social and political activists so that they could go to the backward areas of the country. To educate people and work at the grassroots level.
He has been a Member of Parliament since 1962, except brief periods from 1984 to 1989. In 1989, he contested from his home constituency Balia and Maharajganj parliamentary constituency of Bihar and won both the elections. Later, he left the seat of Maharajganj.
Shri Chandra Shekhar was married to Mrs. Duja Devi and she has two sons - Pankaj and Neeraj.
