Shri Charan Singh was born in 1902 in a middle class farmer family in Noorpur in Meerut district of Uttar Pradesh. He graduated from science in 1923 and got a master's degree from Agra University in 1925. Trained in law, Mr. Singh started his profession from Ghaziabad. He came to Meerut in 1929 and later joined the Congress.
He was first elected to the Uttar Pradesh Legislative Assembly from Chhaproli in 1937 and represented his constituency in the Assembly in 1946, 1952, 1962 and 1967. In 1946, he became parliamentary secretary in the government of Pandit Govind Ballabh Pant and worked in various departments like Revenue, Medical and Public Health, Justice, Information etc. In June 1951, he was appointed as the Cabinet minister of the state and was given charge of the Department of Justice and Information. Later in 1952, he became Revenue and Agriculture Minister in Dr. Sampurnananda's Cabinet. In April 1959, when he resigned from the post, he was in charge of the Revenue and Transportation Department.
Mr. C.B. In the ministry of Gupta, he was the Minister of Home and Agriculture (1960). He was Minister of Agriculture and Forests (1962-63) in the Ministry of Mrs. Sucheta Kriplani. He left the Agriculture Department in 1965 and in 1966 took charge of the Department of Local Self-Government.
After the Congress split, for the second time in February 1970, he became the Chief Minister of Uttar Pradesh with the support of the Congress Party. However, in the state, the President's rule was enacted on October 2, 1970.
Shri Charan Singh, while remaining in various positions, served Uttar Pradesh and his reputation became a hardlinest leader who did not tolerate incompetence in administration, brother-niece and corruption. Talented MP and Practicist Mr. Charan Singh is known for his eloquence and conviction.
Uttar Pradesh gets the full credit for land reform. He had an important role in preparing and finalizing the Departmental Debt Bill, 1939 which provides relief to rural debtors. It was the result of the initiatives taken by them that in Uttar Pradesh, the salary of the ministers and other benefits they received were greatly reduced. He also had important role in bringing the Jote Act, 1960 as Chief Minister. This act was brought with the aim of reducing the maximum limit for holding the land so that it could be made uniform across the state.
There are few politicians in the country who have been so popular by working smoothly while staying among the people. Shri Charan Singh, a dedicated public activist and firm believer in social justice, got a lot of strength from living confidence among millions of farmers.
Shri Chaudhary Charan Singh spent a very ordinary life and in his spare time he used to do reading and writing. He wrote several books and pamphlets that included 'Zamindari Abolition', 'India's poverty and its solution', 'Land for farmers or land for farmers',' Prevention of Division of Holdings Below a Certain Minimum ',' Co-operative Farming X-Rayad 'etc. are the main ones.
