Haradanahalli Doddegowda Deve Gowda is an Indian politician who has served as the 11th Prime Minister of India from 1 June 1996 to 21 April 1997. Prior to which he was serving as the 14th Chief Minister of Karnataka from 1994 to 1996.

Mr. Deve Gowda came to politics after completing his studies at the age of 20, in 1953 he joined the Congress party and remained a member till 1962. Gowda of a middle class farm family had witnessed the difficulties of the life of the farmer, so he raised the voice of the farmers, the deprived and exploited sections of the people to get their rights.
Relation to the lower strata of the Democratic system-
Shri Deve Gowda, who is associated with the lower class of the democratic system, gradually gained political heights. As a member of the Anjaneya Cooperative Society's president and Taluk Tehsil Vikas Board of Holanarasipura, he made a separate place for himself in the minds of the people. He always dreamed of a society where there is no place for inequalities. At 28, Gowda contested as an Independent and in 1962 he became a member of the Karnataka Legislative Assembly. As the speaker in the Assembly, he impressed everyone. Fourth consecutive year (1967-1971) from the Hollenarsipur constituency; Selected for the fifth (1972-1977) and the sixth (1978-1983) assemblies
From March 1972 to March 1976 and from November 1976 to December 1977, he received fame as leader of the opposition in the Assembly. Mr. Deve Gowda gave up the membership of the Sixth Legislative Assembly on November 22, 1982. During his seventh and eighth assembly, he worked as a minister of public works and irrigation. As irrigation minister, he started several irrigation projects. In 1987, he resigned from the Cabinet, opposing insufficient funds allocation for irrigation.
Gowda, a supporter of independence and equality, faced the resignation of the Central Government in 1975-76 and was arrested during the Emergency. Shri Dev Gowda used this time for his study work so that his knowledge could be expanded. His conversation with his other stalwarts of Indian politics, in his study and this period during his period, changed his personality and attitude. After coming out of jail, he appeared as a mature and determined person.
In 1991, he was elected as a Member of Parliament from Hassan Lok Sabha constituency. Shri Gowda played an important role in reducing the problems of the state, especially the problems of farmers. He expressed his views clearly in the Parliament about the plight of farmers, for which all have praised him. Everyone appreciated the dignity of the Parliament and its institutions and also to maintain dignity.
Shri Deve Gowda became the President of the Janata Party twice at the state level. In 1994, he became the President of Janata Dal In 1994, the formulas of the Janata Dal's victory in the state were the same. He was elected leader of Janata Dal and on December 11, 1994, he became Karnataka's 14th Chief Minister. After this he contested from the Ramnagar assembly constituency and won by a massive majority.
Their experience in politics and their good access to the lower classes helped them to deal with the problems of the state. The glimpse of their political vigilance was seen again when they raised the issue of the Idgah grounds of Hubli. This was the field of the minority community, which was always the issue of political dispute. Shri Devgowda successfully got a peaceful solution to this issue. In January 1995, Mr. Deve Gowda went on a visit to Switzerland where he participated in the International Economics Forum. Their visits to European and Middle Eastern countries give evidence of their being a dedicated politician. During his Singapore visit, Mr. Gowda brought essential foreign investment to the state, which shows his business acumen.
Since 1970, everyone has taken an interest in their involvement in politics and its processes. According to Mr. Gowda, his politics is for the people and he is happy to be surrounded by them and working for them.
In the 1989 assembly elections held in Karnataka, the Janata Dal won only two of 222 seats, which was a major defeat for the party. This was his first failure for Mr. Gowda, where he had to face defeat in both the constituencies (where he was contesting). Therefore, it can be said that they are not unaware of the instability of the political field.
This defeat inspired his desire to gain his lost dignity and power and to re-examine his political style. They established friendship relations with them, keeping their bitter relations apart from their rivals in Delhi and Karnataka. Mr. Gowda is a simple and effective person who lives a simple life.
Before coming to politics
Prior to joining politics, Mr. Gowda was the contractor to take up simple construction work. Working as a seven-year independents made them easier to understand party politics. Promoter to his work, used to read books and magazines in the Gowda Legislature library. After the re-election of the 1967 election, confidence came in and he joined the then ruling Congress party led by Mr. Nijalingappa after the partition of Congress in 1969. The defeat of Congress in the Lok Sabha election in 1971 gave a big opportunity to Mr. Gowda. He emerged as a strong Opposition leader at that time when there was a wave of Indira Gandhi in the whole country.
Mr. Dode Gowda and Mr. Dev Gowda, son of Shrimati Devamma are proud of their simple background in agriculture. He was married to Mrs. Chennamma. He has four sons and two daughters, one of whom is a legislator in Karnataka and a member of the other Lok Sabha.
Mr. Gowda had the opportunity to lead the third front (coalition of regional parties and non-Congress and non-BJP groups), which suddenly took him to the post of Prime Minister.
On May 30, 1996, Dev Gowda resigned as Karnataka Chief Minister and took oath as India's 11th Prime Minister.
